Copens are indeed excluded from kei category but they are in the spirit of the kei category and we all still love them hehe

The Copen still got yellow Kei plates in Japan though.

What excluded the Copen from the official regulations Em?

Not that it's relevant to this thread, but I did some digging.
In Japan the Copen was a Kei class car. It dimensionally, engine size & power fits in the Kei regulations. 
The UK version in 659cc form gained 40mm in length (exceeding the 3.4m length rule) & 3bhp (exceeding the 64bhp limit).  What's 40mm & 3hp amongst friends.
Don't worry about having a 1.3 engined version.  It still looks like a Copen!
